MAYOR SCOTT FADNESS, CHAIRPERSON
Mayor Scott Fadness, the first mayor of Fishers, Indiana, has been instrumental in transforming the city into a vibrant and entrepreneurial hub since taking office in 2015. Under his leadership, Fishers has garnered national recognition for its quality of life and economic development, attracting significant job creation and capital investment. A strong proponent of regional collaboration, Mayor Fadness was a key founder and currently serves as President of the Central Indiana Regional Development Authority (CIRDA), an organization dedicated to aligning public sector efforts across Central Indiana to drive economic growth, enhance quality of place, and attract talent to the region.
MAYOR CHRIS JENSEN, VICE-CHAIR
Mayor Chris Jensen, serving his second term as the Mayor of Noblesville, Indiana, is a lifelong resident committed to the growth and well-being of his hometown. Prior to his mayoral tenure, he gained valuable experience in civil engineering business development, assisting Indiana cities and counties with infrastructure projects, and also served on the Noblesville Common Council. His dedication to regional progress is evident in his role as Vice President of the Central Indiana Regional Development Authority (CIRDA), where he helps lead collaborative efforts to secure funding and drive economic development and quality of life initiatives across the region.
JENNIFER MESSER, EXECUTIVE DIRECTOR
Jennifer Messer serves as the Executive Director and Legal Counsel for the Central Indiana Regional Development Authority (CIRDA), bringing over two decades of extensive experience in municipal and governmental law and political affairs. Her expertise has been critical in guiding transformational development projects across Indiana, collectively representing over $2 billion in private investment and thousands of new jobs. Under her leadership at CIRDA, the organization has expanded its community membership from 8 to 30 and secured more than $50 million in grants, projected to generate over $1.73 billion in private investment for the region.
