The WRTC is a CIRDA subcommittee composed of representatives of CIRDA member communities that are on the White River, and other entities focused on the White River, like Visit Indy, White River Alliance, and Citizens Energy. Most recently, the WRTC was awarded a $1.6M Department of Transportation Connecting Communities Planning Grant for bridge work across the White River in Noblesville.
CIRDA White River Technical Committee Updates - July 9, 2025
At the Central Indiana Regional Development Authority (CIRDA)’s July meeting, Sarah Reed, Chairperson of CIRDA’s White River Vision Plan Technical Committee (WRVPTC), provided an update from the committee. Established in 2024 by CIRDA, the WRVPTC serves an advisory role to CIRDA with a primary mission to promote regionwide implementation of the White River Vision Plan. During Reed’s presentation, she touched on the committee’s background, its members & appointees, recent grant submissions & awards, accomplishments, and more.

WRTC Projects
River Station Boat Ramp
Increase river access via boat launches that have bathrooms and are user-friendly.
River Heritage Park
Incorporate Historic Moffit House (second oldest brick structure in HamCo and oldest structure in Carmel) into park. Includes renovation of structure and a programming/event center structure, new entry drive, parking lot upgrade, and restroom upgrade.
Reimagine Pleasant Street
The Reimagine Pleasant Street project is transforming Noblesville’s Pleasant Street into a safer, more connected east–west corridor. The project includes a new bridge over the White River, road improvements, and trails to ease traffic downtown and make it easier for people to walk, bike, and drive across the city. Once complete, it will improve mobility, reduce congestion, and create a more welcoming gateway into Noblesville.
Regional Water Plan
Completion of a regional water monitoring network and development of a Central Indiana Water strategy and plan.
Prather Park
Includes enhancing interpretive signage along trails to engage visitors with the river’s stories, resealing the aging parking lot to maintain its usability and support economic identity, and expanding fitness equipment on the fitness trail to promote year-round activities and attract more visitors.
Potter’s Bridge Park
Includes a restroom mural to enhance the facility's exterior with community-engaged art, a commercial launch area to improve river access and separate commercial activities, overlooks along the White River to activate the corridor, and a restroom remodel to update the interior, all aimed at drawing visitors, fostering economic growth, and preserving the river’s stories.
Outdoor Education Program
Outdoor on-water educational programming including summer camp, middle school field trips, and rafting trips.
Noblesville’s West Gateway
Transformation of 420-acres of land across the White River from the historic Noblesville Square to include a riverfront park trail system, pedestrian bridge, and 3 catalytic mixed-use districts providing a mix of near-river living, working, and shopping areas.
Nature Based Solutions Policy/Regulations Integration
Integration of various DMD subdivision and zoning, DPW green infrastructure, and urban forestry/tree preservation policies, permits, and regulations to be more cohesive and reinforcing, making it easier for land developers and property owners to implement green projects.
Morgan County White River Trail
Construction of river-adjacent trail system from Mooresville through Waverly and into Martinsville.
