The Climate Pollution Reduction Grants (CPRG) program will provide grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution.
This two-phase grant program provides funding of $250 million for noncompetitive planning grants, and $4.6 billion for competitive implementation grants.
CIRDA was awarded $1 million from the EPA (vision document), on behalf of the Indianapolis- Carmel- Anderson MSA, to develop a Climate Action Plan, prior to becoming eligible for the $4.6 billion in implementation funding..

Community Engagement:
A significant focus of the CPRG opportunity is community input. Projects selected for implementation funding will directly impact communities in the Central Indiana Region.

A steering committee comprised of CIRDA members will guide the grant process, in coordination with ERM.
Additionally, CIRDA will leverage the subject matter expertise of regional stakeholders on a subcommittee and series of working groups.

As a regional leader, with a history in effective community engagement, the IMPO will manage community input, as it relates to the CPRG opportunity.
With a strong background in climate project planning, ERM was selected by CIRDA and the MPO to manage the CPRG opportunity on behalf of the region.
Playing an active role in governance of the CPRG opportunity, the grant's steering committee is comprised of CIRDA's member municipalities.
Phase 2 of the EPA's CPRG opportunity is a general competition grant to fund projects included in region's Phase 1 action plans. the EPA anticipates awarding between $2M- $500M in individual awards. See the 'Downloads' section below for eligible projects, as defined by the EPA in the Phase 2 NOFO.
Phase 2 project submissions are due on April 1st of 2024 with anticipated notification of funding in July 2024, and anticipated awards in October 2024.
Eligible projects should have the ability to produce GHG emission reductions and potentially benefit low income and disadvantaged communities.

Past: 9/27 Steering Committee Kickoff:
The Steering Committee & Sub-Committee participated in a grant kickoff meeting on Sept. 27th, to discuss the CPRG opportunity, the GHG inventory requirements of Phase 1, and the Phase 2 NOFO, released by the EPA. The presentation from the meeting is below.
